Should I wear knickers under, or over, fishnet tights?

I'm going out on the town, in drag, and in a rather more revealing outfit than I am used to. The skirt is too short, and the pantyhose are too see-through, to just go commando. So I will have to wear some underwear. The question is: Underneath or over the hose?
